Permanently end one management period

POST 
/api/v1/workspaces/:id/certops/management-periods/:periodId/stop

Idempotently closes the period and cancels unstarted pending, approved and pending_approval work. Claimed and running work remains auditable and requires reconciliation. A closed period is terminal; re-add creates a different period. Certificate lifecycle is unchanged.
