Retry an AD CS enrollment installation

POST 
/api/v1/workspaces/:id/certops/enrollments/:enrollmentId/retry-installation

Requires certops.issuer.manage and an install_failed enrollment. Audits an explicit retry and creates a signed continuation for the same frozen issuer, agent, key, names and target. It never creates another enrollment or CA request. Concurrent requests reuse the active retry. Workspace pause refuses with CERTOPS_WORKSPACE_PAUSED (400); workspace approval policy still applies to the retry job. Cookies and CSRF are required.
