Confirm an AD CS issuer key
POST/api/v1/workspaces/:id/certops/issuers/:issuerId/confirm
Records a new issuer version from a key the operator selects out of the latest safe preflight. Caller caConfig and template must match that preflight. Clears revalidation_required.
