Discard an unconfigured AD CS issuer

DELETE 
/api/v1/workspaces/:id/certops/issuers/:issuerId

Deletes an issuer only when its current version is still 0 and it has no enrollments. A confirmed issuer, or one that already has an enrollment, is returned as 404 CERTOPS_ISSUER_NOT_FOUND. Requires certops.issuer.manage.
