Start a new management period with explicit automation settings
POST/api/v1/workspaces/:id/certops/sources/:managedCertificateId/readd
Requires manager permission and explicit renewal configuration. Admission uses the same workspace lock and distinct-identity quota as every other period opening. Another source of an already-managed fingerprint costs no extra unit. Cloud enforces the workspace plan quota on the same transaction as admission. Rediscovery alone does not re-add.
