Request a frozen rollout or explicit rollback

Workspace membership and CertOps manager authorization required. Writes require an active workspace. Cloud additionally applies paid-plan and frozen-workspace policy. Public metadata only. The workspace Job approval policy applies. With approval off, the request freezes its intent and queues the rollout without a second user. With approval on or requiresApproval true, a different authorized user must approve it first.
