Create an AD CS enrollment
POST/api/v1/workspaces/:id/certops/enrollments
Freezes the confirmed issuer version into an enrollment snapshot and creates the first job in the same transaction. Refused while the issuer requires revalidation or the snapshot does not match its contract. When profileId is set, the profile's issuer is used. A profile with no issuer stays on ACME and this call is refused.
