Cancel an enrollment that has not reached the CA

POST 
/api/v1/workspaces/:id/certops/enrollments/:enrollmentId/cancel

Cancels an enrollment. From requested or prepared, the CA was not contacted. From submitting, submission uncertain, or pending issuance, a continuation is scheduled and the CA may already have been contacted. The enrollment list still returns cancelled rows. Refused with CERTOPS_ENROLLMENT_JOB_ACTIVE while the agent is still running the attempt. Requires certops.issuer.manage.
