Repair a missing Vault publication renewal profile

/api/v1/workspaces/:id/certops/certificates/:certId/renewal-profile/repair

Session-admin action restoring a missing renewal profile from the current accepted publication and successful job. Requires an active group and management period and a non-retired issuer. Existing linked profiles are returned unchanged. Accepts no execution settings and performs no issuance or customer-side access. Subject to the workspace kill switch and CSRF.
