Pause, resume or retire a rollout

POST 
/api/v1/workspaces/:id/certops/distribution-groups/:groupId/rollouts/:rolloutId/state

Authenticated session and CertOps manager authorization required. Pause and retirement remain available while execution is blocked and enqueue no work. Resume requires active workspace execution admission, including Cloud paid-plan and frozen-workspace policy.
