Revoke an operator enrollment

/api/v1/workspaces/:id/operator/enrollments/:enrollmentId/revoke

Session only. The person who created it or a workspace admin can revoke a pending setup code. Revoking is idempotent and does nothing to a code that was already used. Another member's enrollment is reported as not found.
