/api/v1/workspaces/:id/onboarding/:flow/summary

Recomputes what actually exists in the workspace and which stored operation references still resolve. Completion is always derived from this, never from stored flags. Covers assets and auto-sync configurations, endpoint monitors, alert contact groups and SMTP readiness, and, for workspace managers and admins with CertOps on, agents, the wizard's dry-run and issue jobs, certificate counts, Vault distribution and AD CS issuer facts. certops is "unknown" when the caller cannot see it, CertOps is off or the read failed; treat that as not known, never as nothing installed. Responses are not cached.
