Transfer token ownership between workspaces
POST/api/v1/workspaces/:id/transfer-tokens
Moves tokens from one workspace to another workspace the caller administers. The same transaction remaps contact-group join rows (same destination id, else same group name, else dropped), moves linked endpoint monitors, and moves linked managed certificates plus their targets, instances, jobs, and evidence. Unique collisions in the destination return 409 TRANSFER_CONFLICT and leave the source unchanged.
