Onboarding capability facts

GET 
/api/v1/workspaces/:id/onboarding/capabilities

Returns, per capability, separate tri-state facts (supported, entitled, authorized, qualified, configured; each true, false or "unknown"), blockers with remediation, available actions and the derived wizard state. "unknown" means the source could not be read and must not be treated as unavailable. An edition may add capability ids beyond the ones core lists; clients ignore ids they do not know.
