List workspace operational notifications

GET 
/api/v1/workspaces/:id/notifications

Returns operational notifications for the dashboard bell, including auto-sync failures and alerts waiting for the delivery window. Workspace admins and managers receive workspace-level items; other members receive incidents for tokens they own.
