Get token alert lifecycle history

GET 
/api/tokens/:id/alert-timeline

Returns persisted and queue-backed alert lifecycle events newest-first. Authorization matches normal token read access, including workspace viewers. Current alert eligibility and future scheduling remain in the token's alert_state snapshot and are not reconstructed as history.
